1.
Name:
The name of this party will be ‘Bangladesh Jatiyatabadi
Dal’. In English, this organization will be known as ‘Bangladesh Nationalist
Party’ (BNP) a nd in brief as BNP.
The central office of this party will be
situated in Dhaka, capital of Bangladesh and organization of the central office
will be under the responsibility of chairman of the party and the chairman will
fix the designation, responsibilities and authority of different officials of
the central office.
2.
Objectives and Aim:
The aim and objectives of the
Jatiyatabadi Dal are stated in its proclamation elaborately. In brief, the aim
and objectives of this party are stated below:
(a) To fortify and strengthen independence, sovereignty,
security, state integration and democracy of Bangladesh through strong mass
unity based on Bangladeshi nationalism.
(b) To protect Bangladesh from colonialism, expansionism,
neo-colonialism, authoritarianism and attack of external forces through
economic solvency of the united and revived nation.
(c) To acquire pro-people economic development and national
progress based on social justice through politics of production, free market
economy and people’s democracy.
(d) To make the people conscious and organized in village
and city based on nationalist unity and take complete development projects and
reach the ability and authority of implementation of the projects to the
people.
(e) To create such a healthy environment where democracy
will reach the mind of the common people.
(f) To ensure such a clear and stable social and political
system through which the people themselves can bring their humanitarian, social
and economic development.
(g) To establish stable democracy through parliamentary
democratic government elected by direct vote of the people based on multi-party
politics and bring equitable national progress and development.
(h) To set up Jatiya Sangsad as the epitome of democratic
life and democratic values and preserve the fundamental rights of the people.
(i) To create public opinion against activities of under
ground political organizations and formation of any armed cadres, parties or
agencies.
(j) To revive the pro-people social values in the national
life and bring productive and creative spirit of life back.
(k) To establish equitable economy based on justice in
national life through realistic, effective development process so that all the
Bangladeshi citizens get the chance of fulfilling their minimum demands of
food, cloth, habitation and education.
(l) To give priority on the programmers of complete village
development and ensure happiness-peace and progress of rural areas of the
country through active mass efforts.
(m) To make proper and realistic utilisation of all manpower
including women and youth.
(n) To take realistic economic plan and set up well balanced
labour management and ensure maximum production in industrial sector through
well labour policy.
(o) To preserve, develop and improve Bangla language and
literature and culture and sports of Bangladesh.
(p) To preserve the age old human values of the Bangladeshi
people through the teaching of Islam-religion of the majority of Bangladeshi
people and other religions, expansion of education for the backward people and
giving them more facilities and chance to take part in greater national life.
(q) To protect and establish international friendship, amity
and equality in foreign policy based onnon-alignment. To fortify and strengthen
relationship and friendship with neighbouring counties, friendly countries of
the third world and friendly Muslim countries based on sovereignty and
equality.
3.
The Party Flag:
The upper half of this party’s flag
will be red and its lower half will be green. An industrial wheel in black will
be in the centre of the flag. Agolden sheaf of paddy will rise from within the
wheel with a white star on top of the paddy. The green symbolises the country,
red is the symbol of our liberation war, industrial symbolises development and
progress and the white star is the symbol of our national hopes and
aspirations.
4.
Word Meanings:
(a) ‘Ward’, ‘Union’, ‘Upazila/Thana’, ‘Pouroshova’,
‘Mahanagar’---the meanings of these words will be as given by the Bangladesh
government or election commission.
(b) ‘Constitution’- will mean the constitution of the party
if not irrelevant.
(c) ‘Zilla’ will mean administrative district unless
indicated otherwise in the party constitution.
(d) The word ‘Chairman’ sometimes will also mean
‘Chairperson’.
(e) The word “Dal’ will mean ‘Bangladesh Jatiyatabadi Dal’.
‘Member’--- will mean primary member of the party if it is
not used in the case of ‘committee’.
Membership:
5. (a) Qualification for membership
(1)Any Bangladeshi citizen of the age of 18 years or above can be primary member of this party. The aspirants have to declare adherence to the party’s proclamation, constitution and programmes.
(2) The application at schedule 1, form ‘a’ of the constitution will be filled up for primary membership. This form will be available at the party office. No other form will be accepted for membership but when not available, printing of same form will be allowed for application of membership,
(3) If the form is accepted for consideration, identification (Schedule 1, Form ‘kha’) will have to be collected as evidence.
(4) Subscription fee is Tk 5 only for primary membership. Annual subscription fee after getting membership is Tk 5 only. The subscription from the members will be taken by receipt and the receipt will be provided from the party’s central office.
(5) Every upazila or thana office at its own locality will preserve the list of members of the party. The party’s central office in Dhaka will preserve as per rules the total number of members, name of members and their address.
(b)
Disqualification for Membership
Any person who does not have legal Bangladeshi citizenship cannot be member of Jatiyatabadi Dal.
(1) Those who are against the independence, sovereignty and integrity of Bangladesh, believe in underground politics, involved in any anti-social and anti-people activities will not get the party’s membership.
(c)
Disciplinary action against member:
The standing committee of the party can cancel or temporarily suspend membership or take any punitive measures against anyone on charge of misconduct or breaching disciplines or involvement of anti-party activities. It can withdraw penalty taken earlier.. The party chairman on emergency can take any punitive measures against any member of the party and also withdraw action taken earlier in case meeting of the standing committee can not be called.
But all cases will be approved at the meeting of the standing committee as soon as possible. The chairman or the standing committee can seek explanation from the accused if necessary through personal hearing before taking punitive measures. In that case, a notice through post or by hand will have to be issued. The aggrieved persson may appeal to Chairman against the penalty but the decision of the Chairman will be considered as final.
(d)
Resignation from Membership:
Any member of the party may resign through a letter addressed to the chairman.
(1) Any member of parliament (MP) nominated by the party will be considered to have resigned if he or she in the House will change his or her seat without prior permission of leader of the parliamentary party or will make alliance with another party or does any act which goes against the position of party in parliament.

The Nationalist Party will be extended from ward, primary stage of union, to national stage. The organizational structure of the party will be as below:

(b)
Formation Process of Organizational Structures:
(1) Ward council and ward executive committee of union
The council of ward in every union will be formed incorporating minimum hundred (100) primary members. This council will elect a ward executive committee from its members with maximum 51 members including one president, two vice presidents, one general secretary, one publicity secretary, one office secretary, one organizing secretary and one treasurer for two years. The union executive committee will approve this committee.
(2) Ward council and ward executive committee of pouroshova
The ward council of every pouroshova or every district will be formed incorporating minimum 150 primary members. This council will elect a pouroshova ward executive committee from its members with maximum 71 members including one president, three vice presidents, one general secretary, two joint secretaries, one organizing secretary, two assistant organizing secretaries, one publicity secretary, one office secretary and one treasurer for two years. This committee will enjoy the status of union executive committee. The pouroshova executive committee will approve this committee.
(3) Union council and union executive committee
The union council will be formed with the members of all ward executive committees under a union. This council will elect a union executive committee from its members with maximum 71 members including one president, three vice presidents, one general secretary, two joint secretaries, one organizing secretary, two assistant organizing secretaries, one publicity secretary, one office secretary and one treasurer for two years. The upazila or thana committee will approve this committee.
(4)Upazila/thana council and upazila/thana executive committee
The upazila or thana council will be formed with the members of all union executive committees under a thana/upazila . This council will elect an upazila/thana executive committee from its members with maximum 101 members including one president, five vice presidents, one general secretary, two joint secretaries, one organizing secretary, two assistant organizing secretaries, one publicity secretary, one office secretary, one assistant office secretary and one treasurer for two years. The zilla committee will approve the upazila or thana committee.
(5) Pouroshova council and pouroshova executive commitee
The pouroshova council will be formed with the members of all ward executive committees under every pouroshova. This council will elect a pouroshova executive committee from its members with maximum 101 members including one president, five vice presidents, one general secretary, two joint secretaries, one organizing secretary, two assistant organizing secretaries, one publicity secretary, one office secretary, one assistant office secretary and one treasurer for two years. This executive committee will enjoy the status of upazill/thana executive committee. The zilla committee will approve this committee.
(6) Zilla council and Zilla executive committee
The zilla council of the party will be formed with the members of every upazilla/thana and pouroshova executive committees under administrative and political district. This council will elect a zilla executive committee from its members with maximum 151 members including one president, seven vice presidents, one general secretary, two joint secretaries, one organizing secretary, two assistant organizing secretaries, one publicity secretary, one office secretary, one assistant office secretary and one treasurer for two years. The secretary general, according to the advice of chairman, will approve the zilla committee.
(7) Mahanagar ward council and Mahanagar ward executive committee
The ward council of the party under the Dhaka, Chittagong, Khulna, Rajshahi, Sylhet and Barisal Mahanagars will be formed incorporating minimum 150 primary members. This council will elect a mahanagar ward executive committee from its members with maximum 71 members including one president, three vice presidents, one general secretary, two joint secretaries, one organizing secretary, two assistant organizing secretaries, one publicity secretary, one office secretary and one treasurer for two years. This committee will enjoy the status of union executive committee of the party. The maganagar thana committee will approve this committee.
(8) Mahanagar thana council and Mahanagar thana executive committee
The mahanagar thana council of the party will be formed with the members of every ward executive committees under the mahanagar of Dhaka, Chittagong, Khulna, Rajshahi, Sylhet and Barishal. This council will elect a mahanagar thana executive committee from its members with maximum 121 members including one president, five vice presidents, one general secretary, two joint secretaries, one organizing secretary, two assistant organizing secretaries, one publicity secretary, one office secretary, one assistant office secretary and one treasurer for two years. The maganagar executive committee will approve this committee.
(9) Mahanagar council and Mahanagar executive committee
The mahanagar council of the party will be formed with the members of every thana executive committees under the mahanagar of Dhaka, Chittagong, Khulna, Rajshahi, Sylhet and Barishal. This council will elect a mahanagar executive committee from its members with maximum 171 members including one president, seven vice presidents, one general secretary, two joint secretaries, one organizing secretary, two assistant organizing secretaries, one publicity secretary, one assistant publicity secretary, one office secretary, one assistant office secretary and one treasurer for two years. The maganagar executive committee of the party will enjoy the status of its zilla committee. The secretary general of the party, according to the adivice of the chairman, will approve the mahanagar executive committee.
The party councils, during the election of executive committees for their own areas, can elect one or more secretary in line with the secretarial post of the national executive committee of the party, if necessary, for conducting activities of the respective committees, though total number of the committee member cannot exceed the limited numbers of the areas.
The number of female members in every committee will have to be increased by 33% by 2020.
The elected executive committees of the party will implement, monitor and control of the party programmes in the respective areas.
(10) National Council
(a) There will be a national council of the party named as “National Council” whose formation process will be as follows
(1) President and general secretary of every upazila/thana
executive committee (including mahanagar/ thana)
(2) President and general secretary of every pouroshova
executive committee
(3) President and general secretary of every zilla executive
committee
(4) President and general secretary of every mahanagar
executive committee
(5) Two women members from every zilla and mahanagar
nominated by every zilla and mahanagar executive committee
(6) Members of parliamentary party
(7) Members of national executive committee
(8) Members of national standing committee
(9) 10% of the total numbers of above stated figure from
sl.1 to 8 to be nominated by the chairman
(b) The authority and responsibility of the national council will be asfollows:
(1) Implementation and effectiveness of party’s policies and
programmes fixed and offered by the national standing committee
(2) Election of members of the national standing committee
and officials and members of the national executive committee of party
(3) Amendment of the constitution of party
(4) Consideration of any issue sent by the party chairman
(5) Consideration and acceptance of the report of secretary
general
(6) Consideration of other important issues proposed by 1/3
(one-third) members of the national council
(c) Subject Committee
The party chairman, if necessary, can form different subject committees with few members from the national council in the context of national crises. The subjects for which the committees will be formed, are among others, national planning and finance, health and population control, flood control, rural development, food and agriculture, elimination of illiteracy and education, labour welfare, women, youth generation, international affairs and children welfare. Those who are not members of the party but expert, qualified and skilled on special issues can be co-opted but the number of the co-opted members will not be more than one-third of the total number of the committee members. The co-opted members will enjoy the same facilities like the other members of the committee.
(11) National Executive Committee
The national executive committee will be formed with maximum 351 members. The party chairman can change the number of officials or members on special necessity but the total number will not be increased by more than 10% of 351. The president of every zilla executive committee and mahanagar committee will be member of the national executive committee by virtue of their post. The women members of the national executive committee will have to be 10% and by 2020, it will be increased by 33%. Ten per cent (10%) of the total members will be from labourers, freedom fighters, farmers, tribal and othersections of the society will have to be incorporated in the committee.
The national executive committee including the officials stated below will be elected by the national council. At least one-third of the committee will have to be taken from the national council. This committee will be elected for three years and according to the constitution, will continue their duties until the next elected national executive committee takes charge.

Responsibilities
and Duties of National Executive Committee will be as follows:
(a) Controlling and co-coordinating the duties and responsibilities of different committees at different stages of party
(b) Recommending of punitive measures against officials and members of the committee if necessary
(c) Implementing of party programmes and for this accepting proposals and giving directions
(d) Resolving internal conflicts among committees on legitimacy
(e) Discourage any one from the holding of the post of president or secretary at different stages of the party.
(f) Monitoring, controlling and coordinating activities of associate organizations of party
(g) Observing other duties and responsibilities on directions of the national standing committee
(12)
National Standing Committee
Chairman, senior vice chairman and secretary general of the party will be considered as member of the national standing committee. The total number of national standing committee including them will be 19. The chairman him/herself will be chief of this committee. The members of the national standing committee on the value of their positions will be treated as the member of the national council. The national standing committee will observe the following stated responsibilities and duties:
(a) This committee as the highest policy making body of the party will formulate and give policies and programes
(b) The authority of reconsideration about punitive measures against officials and members at all levels of the party except removal of the chairman.
(c) This committee, if necessary, will interpret the proclamation, constitution, rules, sub-rules and articles of party properly and the explanation will be considered as final
(d) This committee will give special consideration so that the party members will show proper respect to the party’s proclamation, constitution, clause, articles, rules and sub-rules and follow them
(e) This committee will give approval of party’s booklet and other publication and any booklet or publication will not be published or distributed without the permission of this committee
(f) This committee can temporarily postpone activities of any executive committee from village to national level and can give direction for reelection after canceling the committees.
(g) This committee can order the submission of reports on any issue under the authority of national executive committee and subject committees
(h) This committee will control and monitor activities of other committees nominated by the national executive committee and the chairman

Parliamentary Board
The party will have a parliamentary board for nominating candidates for national parliament election or any other election. The national standing committee of the party will be the parliamentary board. But the president and general secretary of the zilla committee for which candidate’s nomination in the board meeting will be considered as member of the parliamentary board. If any member competes for candidacy, he or she cannot take part in the board meeting during the consideration of his or her constituency’s candidate. The party chairman will be the president of the parliamentary board. The parliamentary board will take the responsibilities of nominating candidates for national parliament election or any other election and the board’s decision in this regard will be considered as final.
But the parliamentary board will nominate the final candidate from the panel formed by ward, union, upazilla/thana or zilla committee (if any) of the constituency concerned.

Parliamentary Party
Party’s parliamentary party will be formed with the members of parliament (MP). This party with the consultation of chairman will select its leader, deputy leader, chief whip and other whips. Members of the parliamentary party on the basis of their positions will be treated as the member of national council.
(15)
Organizations in Abroad
The Bangladeshis living abroad who believe in the principles, ideology, objectives and programes of Bangladesh Jatiyatabadi Dal can organize/operate organizations in line with the existing laws of the countries in which they live permanently or temporally.
(16)
Advisory Council to Chairman
There will be 15 advisors to the chairman with the status of vice chairman for giving advice on different issues. But on special necessity, the chairman can increase number. They will be nominated by the chairman and on the basis of their positions will be treated as a member of the national executive committee.
(17)
Special Aide to Chairman
The chairman, if necessary, can appoint special aide for assisting him/her in conducting his/her party activities. He/She himself/herself will determine the number of his/her special aides and their organizational status in party.
(7)
Disqualification to be member in the committees
Persons stated below will be considered as disqualified for the membership in the party’s national council, national executive committee, national standing committee or any other executive committee or for candidature of national parliament election.
(a) Convicted person under the president ordinance no. 8 of
1972
(b) Insolvent
(c) Person proven as insane
(d) Person known to the society as corrupt or notorious
(8) Chairman
There will be a chairman of the party as chief executive. No person under the age of 30 can be chairman of the party.
(a)
Election of Chairman
The chairman of party will be elected by direct vote of members of national council for three years. The same person can be reelected as chairman after ending the tenure. The chairman elected by the council will be treated as chairman of the national executive committee and national standing committee. According to the constitution of party, the chairman will continue at his/her position until the next elected chairman takes charge.
(b)
Responsibilities, Power and Duties of Chairman
(1) The chairman as the chief executive of party will control, monitor and coordinate all activities of the party and for this will have full authority over national council, national standing committee, national executive committee, subject committees and other committees nominated by the chairman and will control, monitor and coordinate their activities.
(2) The chairman, if necessary, can take punitive measures against the members of above committees.
(3) The chairman as the president of the national executive committee will determine responsibilities, power and duties of officials of the committee.
(4) The chairman, if necessary, can cancel national executive committee, national standing committee, subject committees and other committees nominated by the chairman.
(5) The chairman will preside over the meetings of national council, national standing committee, national executive committee but if necessary he or she can hand over the responsibility to other member.
(6) The chairman can fill up the vacancies in national standing committee and national executive committee.
(c)
Responsibilities, Power and Duties of Chairman
(1) Senior vice chairman will assist
the chairman in conducting party activities and observe any duties given by the
chairman.
(2) He/She will complete the duties of chairman as acting chairman in the absence of the chairman.
(3) Senior vice chairman will take charge of chairman for remaining period of chairman if the post is vacated for any cause.

(3) Senior vice chairman will take charge of chairman for remaining period of chairman if the post is vacated for any cause.
(d)
Removal of Chairman
The chairman can be removed if the votes of three-fourths members of the national council called by two-thirds of its members are in favour of the chairman’s removal. However the removal of the chairman will be the only agenda of the meeting and the cause of removal will have to be spelt out clearly.
(9)
Meeting, Notice and Quorum
(a)
National Council
The secretary general of party with the written advice of the chairman can call meeting of the national council. One-third of total council members will form quorum for the meeting. There shall be at least,one meeting of the National Council in a year if possible,convened through 15 days written notice through general post or peon or newspaper. Similarly, emergency meeting of the council can be held through 5 day notice. The ‘requisition meeting’ of the council can be held by a clear notice of 15 days with the demand of one-third members of the national council. But at the notice of this meeting, the agenda of the requisition will have to be spelt out clearly. In such meeting, the demand will be rejected if two-thirds vote of the councilors do not support the demand.
(b)
National Executive Committee
The secretary general of party with the written advice of the chairman can call meeting of the national executive committee. One-third of total members of national executive committee will form quorum for the meeting. The meeting of the national executive committee can be held through clear notice of 7 days through written in general post or peon or newspaper. But for emergency meeting, 48 hours will be enough. But in the demand of one-third of total members and through clear 7-day notice, the meeting of national executive committee can be demanded and secretary general of the committee does not call the meeting, committee chairman can call the meeting.
(c)National
Standing Committee
The party chairman as his/her wish can call the meeting of national standing committee at any time. But the meeting of standing committee will have to be held at least once at every three months. Fifty per cent of the existing member is required for fulfilling the quorum of this meeting.
(d)Executive
committee from ward to zilla
The general secretary of all committees from ward to zilla with the consultation of its president can call meeting through 7-day notice. Emergency meeting can be called within short times through personal contact or advertisement in newspaper. In advisory committee, the advisor can call the meeting. The quorum of all level executive and advisory committees will be fulfilled by one-third of the committees. At least one meeting of mahanagar/zilla/upazilla/thana/pouroshova/union and ward executive committee will have to be held at thee months each. The copy of agenda and decision at every meeting will have to be sent to the higher committee soon.
(e)
Advisory Committee of mahanagar/zilla/upazilla/thana/pouroshova/union and pouro
ward
An advisory committee of minimum 11 members willcommittee will have to be at upazila/thana/pouroshova executive committee and pouro ward committee. The aged and former officials of the party and eminent personalities of society are eligible to be its member. The committee concerned of the party will nominate the advisory committee. They will advise the committee concerned and take part in party meetings, functions and activities.
(10)
Fund
The treasurer of party will collect fund and maintain its accounts. Account of the organization will be opened at any commercial bank and the fund can be conducted by the joint signature of any two of chairman/president, treasurer and secretary general/general secretary but signature of the treasurer will have to be must. If the treasurer fail to accomplish his/her duty or in the absence of treasurer, the deputy treasurer will maintain the duties of treasurer. The accounts of party will have to be audited every year and the audit report will have to be published within six months after ending the fiscal year. The fund will be created by fees of member, charge, donation, money collected by selling of nomination paper and giving nomination.
(11)
Rules and Sub-rules
The standing committee can formulate rules and sub-rules in which case there is no specific regulation in the constitution.
(12)
Constitution Amendment
The rules of amending of the constitution will be as follows:
Any member of the national council can bring proposal to amend the constitution. The proposal will have to be sent to the secretary general so that the secretary general can put it on next meeting of national council, but:
(a) The copy of amendment proposal will have to be distributed among the members present at the meeting in which meeting the amendment proposal will be considered.
(b) If amendment is needed due to emergency case, the party chairman can bring amendment in the constitution, but it will have to be accepted at the next national council meeting by the majority stated in ‘a’.

Front Organizations
The party can patronize one or more front organizations. These frontorganizations will have its own proclamation, constitution, flag and office and this front organization will fall under the discipline of the main organization. The party chairman can take punitive measures against any official or member of any front organization at any time or can expel from the organization or postpone membership of the organization or order or advise to rebuke him/her on charge of breaching disciplines or anti-organizational activities or misconduct. No organization will be considered as front organization of Jatiyatabadi Dal until getting approval as front organization from the chairman. From the date of approval, seniority of the front organizations will be fixed. In the national executive committee of party, one secretary will be incorporated from each of the front organizations. The core objective of the front organizations will be extending support to implementation of the party programmes and for this purpose, the front organizations will formulate its own programmes for the aim of creating influence in its own arena and extending the party ideology. But the proclamation, constitution and flag will have to be approved earlier by the chairman and if any front organization wants a change in the proclamation, constitution or flag, without prior permission of the chairman, such changes in the proclamation, constitution or flag will not be effective.
The party will help to implement such programmes of front organizations. The front organizations that have receiveb approval from the chairman are:

Associate Organizations:
People involved in different professions and who believe in the principles, ideology, objectives and programmes of the party can be organized for protecting the interest of respective professional groups and these organizations will be considered as associate organization of party. But Bangladesh Jatiyatabadi Chhatra Dal and Bangladesh Jatiyatabadi Sramik Dal will operate according to its own constitution.
